Hello!
I followed this process of the Option 3, I want to enable a relay service for notifications from the web app that I own.
The connector is configured correctly, and the SPF in the TXT record is correct as well, but whenever I try to test, I have an error:
Error connecting to ********.mail.protection.outlook.com:25:
*** IO::Socket::INET6: connect: timeout
My application it's hosted in AWS

According to your description, seems that you issue is more related to Exchange Online, in order to better resolve your problem, I will add the tag “office-exchange-online-itpro”.

I agree with the reply below from Andy, the connector is created to accept relay from your on-prem server. You could refer to this link which provided detailed steps and introductions about this option you choose:

I've configured the connectors and allow the static IP address from the server in AWS, where I get the error is when I'm trying to test
In the documentation we have this code for testing, but I got the error connecting to port 25 of the SMPT server.. (changing the <tenant> to the correct one)

So, If I mount the website in Azure, will this issue go away?

Good course
Option 3 assumes you are sending this from a validated on-prem environment. You can't anonymously relay email from outside of 365 (From AWS in this case ) like that.
