From your question, I assume you are referring to Dedicated SQL pool from Azure Synapse Analytics. Dedicated SQL pool (formerly SQL DW) refers to the enterprise data warehousing features that are available in Azure Synapse Analytics.

You would create the dedicated SQL pool on azure using under a logical server, which also needs to be created as shown in the below image,
