These are good questions. Let me try to clear up some of the confusion on the first question although I should note that pricing information is subject to change and you should always check with Azure Billing for any pricing related questions.
What is the free monthly amount of bandwidth (data transfer) for a free Azure subscription?
The amount of free data inbound and outbound through our network of global data centers for a free Azure subscription is currently listed as 15 GB outbound for 12 months and 5 GB always (check the free Azure subscription FAQ for current offer details).
This means that for the first 12 months, the first 15 GB outbound is free each month. After that (always), the first 5 GB outbound is free each month.
What is the difference between inter region and internet egress?
The Microsoft global network (inter region) offers optimal performance and integrity compared to the public Internet (internet egress), giving you more reliability, faster speeds, and less latency. For example, the round trip time between East US and UK South is only 74 milliseconds.
The free first 100GB currently on the Azure bandwidth pricing page refers to internet egress. If you wanted to move or duplicate files within Azure (deploying your app to multiple continents for example), you would benefit greatly from using the Microsoft global network where the first 5GB are usually free (as noted in the answer above).
