SCCM Download problem

SCCM Config Manager 2111 with Hotfix Rollup (KB12896009) on Server 2019.

When I try and download Config Manager 2203, the state just stays at "Available to download",

When I check the dmpuploader.log, it just repeats "HasIntuneSubscription: Site has no Intune subscription."

When I check the C:\Program Files\Microsoft Configuration Manager\EasySetupPayload,
the CAB file 89735386-930a-490a-909b-65101ba8c02c is 208,000KB but the folder is 0 bytes

I have reset and forced delete by using the update reset tool.

What else can I do to update my SCCM?

    I ended up downloading the CAB file on my laptop, then copying it over to my SCCM server and placing it in the C:\Program Files\Microsoft Configuration Manager\EasySetupPayload , I was then able to click "Check for Updates" in SCCM and it eventually extracted the CAB and I was able to update my SCCM.
