when i try to install the sql every time i get the issue need your assistance.

i Do some repairs also like reset my PC, Update some codes in POWER SHELL , update the software and install in other than C drive. i dont know what i need to after this i need to do practice in sql, need any body help

That is a generic error message which means that SQL Server did not start when Setup wanted to perform configuration actions. There can be multiple reasons why this happens. You need to look in C:\Program Files\Microsoft SQL Server\MSSQL16.MSSQLSERVER\MSSQL\LOG\ERRORLOG to get more information.
I see that Alberto has shared a link about disk-sector size. That should hopefully not apply to SQL 2022. That is, Microsoft should have handled this particular issue.

For now, you can try to uninstall your SQL Server completely and install it again, at "Server Configuration", change the accounts to local system, NT Authority\SYSTEM

You are trying to install a CTP = "Community Technology Preview" of SQL Server 2022, which isn't finally released.
Also CTP means: No support, no garantuee it works.
Install a SQL Server 2019 version instead, e.g. the free Express Edition.
