Hi,
I want to create Access packages for specific app.
I need to invite specific user that is not from my org or from other Azure tenant, for example user Ben from company example.com,
so I need to invite ben@ssss .com, I don't want to invite all example.com domain.

what is the best way to do it?

    If you want to invite only one user from specific organization, you can directly invite user as guest to your tenant.
    This way you can just enter the email address of external users whom you want to invite to your Azure AD.
