Hi,
I want to create Access packages for specific app.
I need to invite specific user that is not from my org or from other Azure tenant, for example user Ben from company example.com,
so I need to invite ben@ssss .com, I don't want to invite all example.com domain.
what is the best way to do it?

Thank you for reaching out to us. I wanted to inform you that, I am looking into this issue. Usually, you can make use of B2B to invite specific user from any other Azure tenant or any external user.
I will have to try this out in lab on how this can be achieved using access package.
I will revert back to you on this once I try this in my lab.

If you want to invite only one user from specific organization, you can directly invite user as guest to your tenant.
This way you can just enter the email address of external users whom you want to invite to your Azure AD.
