Two days ago I was touching the CPU and RAM to put the maximum amount available. I restarted the VM in the windows panel and not in the Azure panel. Later that the VM isn’t starting. I can’t loose any info in it.
how is the image in the boot diagnostics? is it showing the login screen or an error screen?

We have a few steps to try to identify the problem:\
1 - On azure portal, try to see in the boot diagnostics which screen your vm is on:
2 - check nsg if port 3389 is open too
3 - Stop and Start your Windows VM on Azure Portal:
If I reboot the VM it take a lot of time until the restart button appears again in blue. Anyways it didn’t work. The port is open and the screen of the windows is the VM but I can’t connect to it due the error that I show in the first image.
Do you have any antivirus on the vm? Or was the windows firewall enabled?
You can try to remove it using the vm extension on blade of the virtual machine, select "Extensionson"
Click the +Add button and select Custom Script Extension from the popup menu.
Now you can upload a powershell script to disable Windows Firewall or remove any program
You can try install other vm in the same network and try to connect using private ip
You can also try run command:
and test you vm connection
The windows defender was activated. I don’t know how to create a VM with the same network. I wanted to create a new one with the backup or all that is on the disk.
On blade of the virtual, select "run command" then select the RDPSettings to verify RDP Listener.
To provision vm on the same network just select the same vnet at deployment time.

Try disabling windows firewall through a powershell script, running powershell with custom script extension:
First, create a .ps1 with string bellow:
Set-NetFirewallProfile -Profile Domain,Public,Private -Enabled False
so, on azure portal, click the +Add button and select Custom Script Extension from the popup menu.

The thing is that the azure panel is SOOOOO SLOW and i cant do anything

See which process is using 100% cpu and kill it

You can also temporarily increase the size of the machine, thus decreasing the CPU consumption, connect to the VM and disable the process that is giving 100%

If you know which process might be consuming CPU, you can attach the disk in another virtual machine, go to the process folder and delete the executables.
this can solve the high consumption

Both.
to see CPU process, you can install Windows admin center through the Azure Portal
To attach virtual disc in another Virtual Machine, you can remove virtual machine "keeping virtual disk" create a new one, after that, you can attach the disk from older virtual machine, and you will can access the disk from Windows.

You need to exclude VM, but keep the OS Disk, keeping empty disk selection, just like:
When you create the new vm, you can attach the old disk on Disks in VM, just like:
You need to do this with the VM powered off. WWhen you attach the disk, you will be able to see it in the Windows disk manager and access it
