Install language pack for all users in Windows 10.

Hello,

I have created a VM in Azure and installed the UK English language pack and set it to be the display language. When I attempt to sysprep the image I get an error telling me that the language pack installed has been installed for a single user instead of all users.

I have been searching google and cannot find a way to install the UK English language pack for Windows 10 to all users, does anyone know an easy way to do this without the use of Intune, SCCM, GPO etc?

    The easiest way is to Add languages to Windows images. Add language packs, LIPs, and Features on Demand
