Is DevOps billing able to Mix and Match Basic and Basic+Test plans?

Hi Azure Support, is it possible to mix match Basic and Basic+Test DevOps Services plans?

I have a team with 5 developers and 2 QA. Can I setup 5 Basic and 2 Basic+Test?
OR
Do I need to specify 7 Basic+Test Plans?

    It looks like yes you can be billed separately per user based on their assigned role. Whew!
