    Hi @HIỆP ,

    Welcome to Microsoft Q&A!

From the second link post by sreejukg, you can see the introduction of developer version. This document also contains differences between editions:
    218787-image.png
And it is a free edtion. But don't use it on a production server. You can use it for development and for educational purposes, Demos, test environments, quality assurance and more.
In addition, there is a Evaluation edition which is a full-featured software for a 180-day trial.
If you want it to be used on a production server and have full functionality, you need to install the Enterprise Edition and purchase a license.

For detailed information about the license issue, you can call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist. Or you can go to Volume Licensing Service Center support. Please choose region/language and choose to call or have web.

Please refer to this document about Compare Visual Studio 2022 Editions. After reading, You can choose the version that best suits your needs: https://visualstudio.microsoft.com/vs/compare/
Here is a download link: https://visualstudio.microsoft.com/downloads/
Here is a price link which also be post by sreejukg: https://visualstudio.microsoft.com/vs/pricing/?tab=enterprise
Note: The business version is the professional version.

After you know all of these, you can choose your most suitable match according to your needs for the function.

    Best regards,
    Seeya

Based on your query, I understand you need to use Visual Studio and SQL Server. If your purpose is to develop software, SQL Server developer edition, then you may use the SQL Server developer edition, which is free and full featured. You may find the download link for SQL server developer edition below.

    https://www.microsoft.com/en-in/sql-server/sql-server-downloads

SQL server express edition is a free version of SQL Server, legally permitted to use in production workloads. Please make sure you understand the limitation of SQL Server express edition, refer the following page
    https://learn.microsoft.com/en-us/sql/sql-server/editions-and-components-of-sql-server-2019?view=sql-server-ver16

To connect and manage SQL Server, you may use SQL Server Management Studio that is available free of cost.
    https://learn.microsoft.com/en-us/sql/ssms/download-sql-server-management-studio-ssms?view=sql-server-ver16

If you are planning to use Visual Studio, to develop applications, you have a free version available there too named Visual Studio Community Edition.

    https://visualstudio.microsoft.com/vs/pricing/?tab=individual

If you wish to purchase Visual Studio subscription, then you have a couple of purchasing options. Refer the following URL for more information.
    https://visualstudio.microsoft.com/vs/pricing/?tab=business

    Hope this helps

You can get SQL Server on-premise only a full licensed, not as subscription.
To get startet, you can use the free Express Edition, it's limited in feature set, but works well.
    https://www.microsoft.com/en-us/sql-server/sql-server-downloads

If you want to get SQL Server as subscription, then head out for MS Azure features, like Azure SQL or SQL Server Managed Instance.
