can't create a new repository even though I have admin privilages

I used to see "New Repository" option on the "Repositories" drop down on Azure DevOps. However, I don't see it as of now even though I have admin privileges. I see the "Manage repositories" options though, but it doesn't help to create a new repository. What am I missing?
