Azure SQL Database Table data Archiving Solution

Question

We have an Azure SQL database, we need to build data archival solution to manage data more than 2 years old.

Requirement:

Archive and move more than 2 years of data from certain transaction tables. If we move those data to another Azure SQL DB then that DB size should also get increased after a few years because of data volume. So, need a proper solution.
Should archive the data in low-cost storage.
Should be able to quickly restore the data if required.
Looking for a recurring job that needs to execute Monthly.
Please recommend an azure solution to achieve this.
