Defer / Delay sedning email for all users

Scenario:

Using Office 2019 and Exchange 2016.

I'm looking into how to set a rule for all users of an AD Sec Group to defer / delay the sending of an email (via Outlook) for 2mins after send is pressed.

I can manually create a Client Rule to do this for an individual user, but wondered if there was a way to achieve this for multiple users (ideally depending on group membership).

I can't figure out how to do this - is it even possible?

Any advice or pointers would be appreciated!

    At this point there is no such tool within Exchange Admin to delay e-mails being sent out.

    This can only be done from the client's side as seen in the documentation below:
