Windows 10 Boot Loop, SSD/OS problem. Is it still possible to backup my SSD data despite this? Backup data, install windows. 0x8007045d.

This is the 4th day since my win10 is experiencing boot loop.
Can't boot into WinRE so I use a boot USB/Disc to enter WinRE.
Tried chkdsk, dism, bootrec, but only receive I/O device error and other errors.
Can't enter safe mode since f8 not available, power up 3 times also won't enter WinRE.
"startup settings" is missing from the Boot USB WinRE.
"Reset this PC" is missing. (If I remember correctly, it is there at the first place, but missing after execute some commands)
Lastly, I sent my laptop to a local store and they have their technician to check.
After 90 minutes of checking. The technician say probably the chip burn... and ask if i want to buy a new SSD or reformat my SATA HDD to install OS. But I doubt about their conclusion (chip probably burned they say) and want to confirm with the Microsoft community...

Could any community member help me to see if this situation (command prompt result for my SSD (C:/ drive) in photo below) is totally hopeless (cannot transfer my data to another drive).

1) Is it still possible to access and backup my data from my SSD?
2) If not, is it possible to access and reformat my SSD for Windows OS installation?

    The image displayed multiple RAW partitions.

    These are some possible options:

    1. Ubuntu
    2. Move the problematic drive to an empty bay of another computer > attempt copy and paste files
    3. Move the problematic drive to a HD enclosure > connect to a working computer > attempt to copy and paste files
    4. Partition data recovery software: getdataback, diskgenius, minitool, testdisk, etc.

    1) Find a flash drive that you can format

    2) On a working computer create a bootable Ubuntu / Linux flash drive:

    3) On the problematic computer boot to the Ubuntu flash drive

    4) Attempt to copy and paste files from the problematic drive to another disk drive using the Ubuntu Graphical User Interface (GUI)

    5) If Ubuntu fails to find data then use data recovery software or professional data recovery (Seagate, etc.)

    If you've successfully backed up important files then partition recovery is not needed.

    First test the disk drive using Sea Tools bootable:

    Run the long generic test > take pictures > post images into this thread

    If the disk drive needs replacement or is under consideration to be replaced by a larger or faster drive you can run the Crucial scanner after installing Windows:

    Find a flash drive that you can format ( > or = 8 GB)

    On a working computer create a bootable Media Creation Tool (MCT) (Windows 10 iso).

    If you've got files backed up then clean install Windows.

    (it can clean install while sleeping)

    Drivers and applications do not have to be reinstalled.

    Test the drive using Sea Tools for Windows or Sea Tools bootable.

    (Ubuntu questions would need to be directed to the Ubuntu forums.)

    The SMART testing and short generic can be performed at a later time.
    The most critical test is the long generic test.
    This can run overnight.

    If the long generic test passes then install drivers and applications.
    Then restore important files and make free backup images.

    After Windows is running well then run HD Sentinel for additional disk drive testing.

    When clean installing Windows make sure that all partitions are manually deleted creating an unallocated disk drive.

    Then clean install Windows.

    If the clean install fails then boot to Windows Recovery Environment (RE) > command prompt >

    diskpart
    lis dis
    sel dis 7 (replace 7 with the computers disk number)
    clean all

    (allow the command to run overnight)

    The error code 0x8007045d = error I/O device = The request could not be performed because of an I/O device error

    There may be problems with the internal disk drive which were not identified yet (Sea Tools Long Generic test)

    For the clean install make sure that there is only one internal disk drive attached.

    Disconnect all other drives except for the bootable flash drive with MCT/Windows 10 iso.

    Then manually delete all partitions making an unallocated disk drive.

    If there is any problem making an unallocated disk drive then run clean all as per the earlier post.

    In case there are any problems please comment on:
    a) removing all disk drives except for the Windows disk drive and the bootable flash drive
    b) deleting all partitions on the internal disk drive making an unallocated disk drive
    c) the use of clean all

    Once all partitions are deleted please take a picture with a camera or smartphone camera > post images into this thread
    Then for any error messages or codes during the clean install post images into this thread.
    If there were any problems running the clean all command please post images with the error messages or codes

    A disk drive can be removed from the computer and placed into the HD enclosure.
    The HD enclosure can be attached to another working computer.
    Then drive tests can be performed.
