URL for Microsoft Q&A?

To what web page address can I go to see Q&A? If it is included in this documentation is is too buried for me to find. If there is one it needs to be the primary information displayed on the docs how-to or get-started pages. For example, I want to see if I can answer a question on a particular technology, where can I see the submitted questions (and possibly, their answers)? I don't even know where to look to find if someone answers this post.
