I would request you to please Open an InPrivate browsing session login to https://portal.azure.com. (Make sure you are logged into correct Partner Tenant/Directory if not you can click on Switch Directory blade, Select correct tenant)
Browse to Help + Support >> Click on New Support Request.
Click on Next and enter the required details on Additional details tab, including Invoice ID details as mentioned in below screenshot.
I hope this helps you complete the process to raise a support request with Azure Subscription and Billing Support Team.
