Please try following suggestions and let us know what the log file says:

1. Restart Visual Studio.
2. If you have loaded projects, then in VS solution Explorer, please right-click your project > Unload project > right-click it again > Reload project.
3. Repair Visual Studio in VS Installer.
4. Reset VS settings.

I notice that there are some similar threads which were reported on our Developer Community. Not sure if this issue is also a potential issue. If this issue still blocks you, please try to update VS to the latest version, and if it doesn't work, please try to report this issue on our Developer Community.
