I'm also having the same problem. Has anyone gotten any help? I'm from the Philippines.
Microsoft 365 developer program - dashboard E5 subscription add phone for security error.
The phone number I am trying to use at this page is the same I have tied to this microsoft account.
However, no matter the format I try to use, from:
- only the numbers.
- number + region (format that regular microsoft account accepted and sent sms).
- country + region + number.
the error always are the same. I have tried + 3 phones from family members at the house to see if at least one would work, and all of them ends at same error.
"We're unable to send the code to that number. Please provide a valid cell phone number and try again."
Have tried 4 different browsers, installing one from 0 to ensure "clean browser", all of them also on incognito mode, and still the same error.
For reference will place an image of it using my Microsoft account phone number with region code, which was one of the tries I did.

2022-12-17T19:27:50.39+00:00 I'm getting the same error for a Canada phone number. Spent over an hour trying different things to try and get it to work.
I thought it might be due to using the phone in another Microsoft account, so I removed phone numbers in different accounts.
Nope, same issue.
Maybe the code behind the phone field isn't picking up the entered phone number, or it's picking up the wrong number.
