Sharepoint document changes saved locally but cannot push to SharePoint Server- SharePoint 2019

Ms Office365 : Microsoft® Word til Microsoft 365 MSO (Version 2204 Build 16.0.15128.20278) 32-bit

I have created word Template .dotx , it is stored in Custom List in SharePoint2019. Check-in/Check-out functionality is enabled on that List.

When I open template file, it opens in MS word as shown below.

When I checkout the file I get:

In sharePoint2013/2016, I donot get this option. on checkout it directly enables the document for modification.

I choose : Save and edit the copy of the file
I do changes in file and when I try to save it. Changes doesnot move to sharepoint server.

I waited long for it. but it get stuck.
when I close the document, it asks for checkin the document.
Checkin works fine, document properties get updated in sharePoint but not the document changes.

I have also checked in Upload center. no file found.
no pending changes found.

I need help..!!!!!!!!!!!!!!!!!

    There are several reasons why a file may open as read only:

    1.Antivirus programs may open potentially unsafe files as read-only. Check with your antivirus provider to learn how to adjust these settings. BitDefender, for example, has content on adding application exclusions here: How to add application or process exclusions in Bitdefender Control Center.

    2.If you have libraries with Checkout Required, or Validation columns or metadata, or when Draft Item Security is set to either Only users who can edit or Only users who can approve items in Version Settings of the library, these items will be synchronized as read-only. For more information, see Libraries with specific columns or metadata.

    3.An Office document opens in Protected View even though you enable the "Open Office documents as read/write while browsing" policy setting.
