Remote Desktop, user based policy.

A standalone computer has local users :UserA and UserB.
Both users must be able to access this standalone computer via Remote Desktop.
I want to prevent UserB and only UserB to use Remote Desktop from this standalone computer to other computers on the network.
Is there a way to do this?

    There is similar thread and info on how to do this, the requirement is very strict but try this and hope it helps.
