Appears that the client is not registered correctly. I suspect it's the machine which does not have a valid machine certificate.
On the Win10, go to C:\Windows\CCM\Logs and check ClientIDManagerStartup.log, you'll have better view if you use cmtrace.exe under C:\WINDOWS\CCM.

As the client agent is installed properly doesn't mean that it can connect to the site, please help check the followings:
1> Check ClientLocation.log to ensure that they are assigned to a site. Check LocationServices.log to verify that they have found the default MP. Check ClientIDManagerStartup.log to verify that they've registered with the site.
2> The client flag is transferred via heartbeat discovery. Check inventoryagent.log and ccmmessaging.log to see if there are any communication errors. Also, make sure that there are no port issues for discovery.
3> If you have the chance to examine on the server side, make sure that the heartbeat discovery is enabled, boundaries are set correctly and there are no duplicate records for the same client name.
Hope my answer could help you and look forward to your feedback.
Best regards,
Simon
