Editing a .jpg file in Outlook newsletters

When I add a .jpg file in the "Add Section" under an edition, the file is not allowing an update to the picture. For example, after you add a .jpg you should see the sizing handles on the picture, but that is not showing up.

Deleting email in the Inbox deletes but email remains in the Inbox.
