Agents that use public data are available for Copilot Chat (Basic) and Microsoft 365 Copilot (Basic) licenses. Access to agents that use shared tenant data are pay-as-you-go only. Pay-as-you-go agents are turned off by default for Copilot Chat (Basic) and Microsoft 365 Copilot (Basic) users
No action is needed to enable agents for Microsoft 365 Copilot (Premium). The use of agents comes with Microsoft 365 Copilot (Premium) license. For more information, see License options.
Agents use AI to automate and execute business or education processes, working alongside or on behalf of a person, team, or organization. Agents range from simple prompt-and-response agents to more advanced, fully autonomous agents.
Included agents
Declarative agents that are grounded in instructions and public websites are included with Copilot Chat (Basic), and Microsoft 365 Copilot (Basic) and (Premium). These agents are available by default and are found in the store based on your existing store settings for Teams and Microsoft 365 apps.
Pay-as-you-go agents
For Copilot Chat (Basic) and Microsoft 365 (Basic) licenses, agents that access shared tenant data, such as SharePoint or Graph Connector content, are billed based on metered consumption. You must set up or use an existing Copilot Studio subscription. For more information on how agents are billed, see billing rates.
To set up billing:
Use one of the following methods:
- Microsoft 365 admin center: Set up pay-as-you-go for Copilot Chat in the Microsoft admin center (MAC).
- Power Platform admin center: Admins can set up pay-as-you-go billing through the Power Platform admin center (PPAC) and allocate prepaid capacity.
- Set up pay-as-you-go billing for Power Platform admin center.
- Purchase message capacity packs.

Configure and manage agents
Copilot Chat users can discover and use agents from the chat UX. Access to agents can be controlled and configured within the Microsoft 365 admin center. For more information, see manage Copilot agents in integrated apps.
Admins can also manage Copilot Studio capacity for agents in the Power Platform admin center.
Build agents
Copilot Chat users can build agents from the chat UX in the Microsoft Copilot Agent Builder. The Agent Builder is a simple and accessible experience designed for quick, in-context creation, available directly within Microsoft Copilot. For more advanced scenarios, switch to the full experience of Copilot Studio where you can access a broader set of tools and capabilities.
