Use SubmitActionRouteBuilder to create and configure routes that respond to Activity Type of Invoke with a name of Microsoft.Teams.Api.Activities.Invokes.Name.MessageExtensions.SubmitAction, optionally filtered by command ID via WithCommand(String).
