Registers a PerformanceStats subsystem implementation based on the given subsystem parameters.

Exceptions
Thrown when the values specified in the PerformanceStatsSubsystemCinfo parameter are invalid. Typically, this will occur in the following cases:
- The Name is
nullor empty - The ProviderType is
null - The ProviderType does not derive from the PerformanceStatsSubsystem.Provider type.
- The SubsystemTypeOverride does not derive from the PerformanceStatsSubsystem type.
