Gets or sets the contents of the Content-Encoding

Exceptions
The current SoapMessageStage is AfterSerialize or AfterDeserialize stages.
Remarks
A SOAP extension can set the ContentEncoding property to provide supplementary information about the encoding of a SOAP message without changing the media type as expressed in the Content-Type
HTTP header.
