Notes to Implementers

When you inherit from the DesignTimeResourceProviderFactory class, you must override the following members: the CreateDesignTimeLocalResourceProvider(IServiceProvider), CreateDesignTimeLocalResourceProvider(IServiceProvider), and CreateDesignTimeLocalResourceWriter(IServiceProvider) methods.
