Gets whether the Thumb control has logical focus and mouse capture and the left mouse button is pressed.

Remarks
When the IsDragging property changes its value, the OnDraggingChanged method is called.
Starting with the .NET Framework version 3.0 Service Pack 1, IsDragging has a protected setter. To use this functionality, your application should target the .NET Framework version 3.5. For more information, see Versions and Dependencies.
