Gets or sets a value that identifies the container that controls scrolling behavior in this VirtualizingStackPanel.

If a ScrollViewer control is the ScrollOwner, physical scrolling is enabled. If a VirtualizingStackPanel is the ScrollOwner, scrolling is logical by child element.
