Gets or sets a value that indicates codec options are to be used.

true if codec options are to be used; otherwise, false. The default is false.
Remarks
When UseCodecOptions is true, QualityLevel, OverlapLevel, and SubsamplingLevel are used in place of the ImageQualityLevel.
When UseCodecOptions is false, QualityLevel, OverlapLevel, and SubsamplingLevel are set based on ImageQualityLevel.
