In this article, you learn about the prerequisites before you can start performing actions in Dragon admin center.
Purchase licenses
Purchase licenses through your Microsoft representatives or a certified Microsoft partner.
If you have a Microsoft Customer Agreement (MCA) or Microsoft Customer Agreement for Enterprise (MCA-E), contact your Microsoft representative to purchase licenses. This purchasing channel is available for nursing and physician licenses.
If you're a customer working with a certified Microsoft partner, contact your partner to purchase and manage your licenses. This purchasing channel is only available for physician licenses. For more information, see: For partners: Admin on behalf of

License and user role assignment
If you're new to Microsoft, once you complete the purchase, you become the global administrator in your Microsoft 365 tenant by default. You can either assume this role for yourself or delegate it to another individual in the organization. For more information, see: About admin roles in the Microsoft 365 admin center. If you're already working with other Microsoft products and have a presence in Microsoft 365, you need to reach out to either your current global administrator or another individual in your organization with the Entra role permitted to assign licenses.

Assign licenses to users within the organization
Prerequisites
In Microsoft 365 admin center, several Microsoft Entra roles can assign licenses to other individuals within the organization depending on your business needs. To assign Dragon Copilot licenses, you need the following permissions:
Global administrator
User administrator

Assign licenses
In Microsoft 365 admin center, go to Active Users or Licenses to assign licenses to various users:
Users > Active Users: You can view and assign licenses for individual users.
Billing > Licenses: You can bulk assign licenses to up to 20 users. For more information, see: Assign or unassign licenses to a group in Microsoft 365 admin center
Role of a Dragon administrator
After you assign licenses, you can assign additional Microsoft Entra roles to users in your organization depending on your business needs. To use Dragon admin center, global administrators can assign the Dragon administrator role to another user as a lower privileged role or continue in their role as global administrator.
To assign the Dragon administrator role to a user in your organization, follow these steps:
- In Microsoft 365 admin center, open the Users tab.
- Go to Active Users and select the user you want to assign the role.
- Select Account > Roles > Manage roles.
- Select Show all by category to expand the list, and under Other select Dragon administrator.
- Select Save changes.

Best practices
Global administrators can use Microsoft 365 admin center capabilities to support group-based licensing and role assignments.
For automatic group-based licensing, follow these steps:
- Create a security group.
- Assign licenses to the group.
- Add the users in the organization who will use the product to the group.
- Identify an individual who can serve as the security group owner so they can control who can join this group and have automatic license assignment.
For assigning the Dragon administrator role to one or more individuals, follow these steps:
- Create a second security group for administering the product via Dragon admin center.
- Assign the Dragon administrator role to this group.
- Add the users who will be administering the product into this group.
Alternatively, set up a PIM just-in-time rule for the users to have group elevation so they are automatically assigned the Dragon administrator role.
