Use Copilot > Settings in the Microsoft 365 admin center to control how users interact with Copilot usage-based billing experiences, such as Cowork, when they don't have a spending policy assigned.
This setting controls what happens when a user encounters a Copilot usage-based billing (UBB) experience but does not have a spending policy assigned to them. The setting lets admins decide whether users can ask an administrator to grant them access.
If admins decide that users cannot request access, users see a Learn More experience.
Before you begin
To configure the setting in the Microsoft 365 admin center, you need to be assigned to the Global administrator role.
Important
Use roles with the fewest permissions. Lower permissioned accounts help improve security for your organization. Global Administrator is a highly privileged role. Limit its use to emergency scenarios when you can't use an existing role. For more information, see About admin roles in the Microsoft 365 admin center.
Turn on the setting
- Sign in to the Microsoft 365 admin center.
- Go to Copilot > Settings > All Settings.
- Select Access to usage-based billing experiences.
- In the fly-out pane, under Choose who can request a spending policy, the setting All users is selected by default, where any user can request access to a spending policy.
- You can select any of the options available under Choose who can request a spending policy. Your selection controls who can request access. It does not complete the usage-based billing setup by itself.
- All users: Any user without a spending policy can request one. (this option is selected by default)
- Specific users and groups: Only selected users and groups can request a spending policy.
- No users: Users cannot request a spending policy. Instead, they'll be presented with a link to learn more about Advanced AI experiences that require usage-based billing.
- Select Save.

Changes to this setting might take up to 24 hours to apply.
Grant access for usage-based billing
After you save the setting, go to Copilot > Cost Management and complete setup and configuration for usage-based billing.
