Note: This announcement ONLY applies to the new commerce licensed-based October price list. All other price lists and months are unaffected.

New API requirements for partner attestation starting November 7, 2022

Microsoft runs on trust. We're committed to providing a compliant, safe, and secure method of transacting customer subscriptions in the CSP program. To achieve this, Microsoft is enhancing features for transactional APIs in CSP. We originally communicated these required changes in October 2021, December 2021, and February 2022, and the launch date was previously set to February 2022. We've now rescheduled the launch to November 7, 2022, but this feature change is already available from the customer order user interface (UI) in Partner Center.
The changes will break existing experiences for the specified APIs, and until you make the necessary API updates, you can't place orders. Therefore, we strongly advise partners to make the API updates as soon as possible.
Partner and customer impact
As previously mentioned, CSP indirect providers can't complete purchases without first attesting that they're acting as either direct or indirect providers. Partner attestation requires acknowledgment on behalf of the organization: "I confirm that my organization is acting as an indirect partner when choosing a reseller and as a direct partner in the absence of selecting a reseller."

All partners in the Cloud Solution Provider (CSP) program accessing Partner Center and Partner Center APIs are required to follow the security guidance in this article on the best practices for Azure Security to protect themselves and their customers. Check your security requirements in Partner Center today.
Following basic security best practices can protect you and your customers from bad actors, mitigate security issues, and help remediate security escalations.
- Add a security contact who will be informed when there's any security-related issue on the CSP tenant.
- Ensure multifactor authentication (MFA) is in use and conditional access policies are enforced (for example blocking users by location and other common conditional access policies).
- Ensure Azure budget spending limits are set up with the right notifications in place.
- Adopt the Secure Application Model framework.
- Remove delegated administrative privileges (DAP) connections when not in use.
- Set up Azure fraud alerts to receive notifications when either you or your customer's Azure subscription shows possible crypto-mining activity and suspicious activity in a 30-day period.
- Regularly check the Partner Center activity logs to monitor any user activities, including high privileged user creations, high privileged user role assignment, and so on. You can also use Partner Center activity log APIs to create a custom security dashboard on key user activities in Partner Center to proactively detect suspicious activities.

Introducing the new Microsoft eCDN SKU

We're excited to introduce a new standalone offer, Microsoft eCDN (Enterprise Content Delivery Network), designed to enhance live video streaming across your organization.

Following the completion of Microsoft's acquisition of Peer5 this last year, both teams have been committed to building a better hybrid workplace for a new era of communications. Over the past year, Microsoft and Peer5 have been working hard to bring that vision to fruition with the integration of Peer5 and Microsoft Teams.
As of September 1, 2022, customers can purchase a new first-party, standalone offer, Microsoft eCDN, a WebRTC-based solution from Microsoft that uses peer-to-peer streaming technology and is available for 0.50 US Dollars per user per month with an annual subscription. The new SKU is available for purchase worldwide by commercial (including worldwide public sector) and nonprofit customers via Volume Licensing (VL), CSP, and online directly from Microsoft.
With Microsoft eCDN, customers can seamlessly and securely live stream global meetings, all-hands calls, and town halls, and to distribute company-wide trainings on Teams live events, thereby mitigating impacts to the corporate network and line of business (LOB) applications. It's designed to enhance network reliability, reduce network saturation, and deliver secure, high-quality, large-scale live video streaming with optimized network performance directly on Teams live events.
Microsoft eCDN provides robust value for video streaming, including:
- Compliance with Microsoft 365
- Enhanced network reliability for Teams by reducing the load on the corporate network
- Vendor consolidation and reduced total cost of ownership
- Browser-based technology
- Advanced analytics during and after event
- A silent tester to troubleshoot network issues before event
- Compatibility with third-party video streaming services

We're pleased to share more details about the Windows 365 post-event promo, which offers a 15 percent discount from now until December 31, 2022 for customers who purchase 50 or more net-new Windows 365 seats after a qualifying event.
The discount, which is only for new purchases, will be valid for the entire subscription term and must be transacted using volume licensing (VL). Cloud Solution Provider isn't eligible.
Qualifying events are any presales customer event with a Windows 365 component, such as a Cloud PC event-in-a-box, a NextGen Windows workshop, or even a one-to-one partner-led sales briefing on Windows 365.
Contracts must be fully executed by December 31, 2022 to qualify.

Extended timelines: Securing the partner ecosystem by transitioning to GDAP

Microsoft is extending the previously announced timelines for key actions partners need to take to secure their ecosystem.

We've made a business decision to provide partners extended time to make the transition from delegated admin privileges (DAP) to granular delegated admin privileges (GDAP).
The new timelines for the following milestones will be announced in early October. We expect the milestones to be delayed one to three months.
- Microsoft will stop creating DAPs when a new customer or reseller relationship is created.
- Microsoft will start removing DAPs that have been inactive.
- Microsoft will transition existing active DAP connections to GDAP roles.
Partners in the CSP program are responsible for their customers' consumption of Microsoft cloud services. It's important that you're aware of—and take steps to mitigate and remediate—security issues that affect you and your customers.
We encourage partners to continue taking the necessary steps to transition to GDAP by following these steps:
- Review the DAP report, and remove DAP relationships that aren't required.
- Use the bulk migration tool to transition to GDAP.
We appreciate those efforts and look forward to continuing to work with you to improve the security posture of our ecosystem.

In March 2022, we launched a key capability for partners to manage new subscriptions or renewed subscriptions to align with term end dates.
This capability is called coterminosity and is available from both the Partner Center user interface and APIs.
We're now launching a feature for you to migrate a legacy subscription to new commerce and align with the New Commerce Subscription End Date. An end date can be set to align with an existing non-trial OnlineServicesNCE subscription or calendar month.

Over the life of our partner channel, we've seen explosive growth in the overall size of the Microsoft partner ecosystem. Partner Center was introduced several years ago to consolidate all Microsoft partner tasks into a single, secure, and dynamic digital experience.
Partner Center has become our hub for:
- Creating, renewing, and managing Microsoft Partner Network membership.
- Earning, assigning, accessing, and maintaining partner benefits.
- Publishing into storefronts—AppSource and Commercial Marketplace.
- Tracking eligibility and payouts for channel incentive programs.
- Managing leads, referrals, and co-sell opportunities with Microsoft.
Partner Center is the central place for partners to manage their relationship with Microsoft. As part of our commitment to streamlining engagement between us and making it simpler and easier to do business together, we're continuing to invest in and update the user experience. With the help of your feedback, we've invested in design and functionality improvements across Partner Center navigation, opportunity relevance, and user experience consistency.
Later this calendar year, users will see new updates in Partner Center that will bring improvements to the Referrals workspace. The changes will help partners have a more efficient, productive, and faster experience. As part of the updates, we'll define clear user roles and institute consistent and inclusive design principles. We'll launch with the initial experience and continue to release improvements throughout the calendar year.
Refer to the following table for the phases, timeline, and corresponding changes to the features on the Co-sell Opportunities Referrals page. These changes will be available first as a pilot to select partners, followed by a general availability release.

Details
Partners will have new options to sell software subscriptions and hosted solutions that include software. Products affected include Windows Server, SQL Server, and Remote Desktop Services (RDS). In addition to associated product licensing changes, there will be the following CSP offer updates:
- New one- and three-year subscriptions to Windows Server Datacenter edition will be available.
- A monthly billing option will be available with one-year software subscriptions to affected products.
Over time, one-year software subscription prices will be aligned with offers sold under the Services Provider License Agreement (SPLA). Some prices might decrease while others might increase.
On October 1, the following CSP software subscription price list changes will take effect:

In today's fast-moving world, we want to reach you where you are—your email inbox.
Partner Center now sends email to you when a lead is created so you can quickly reach out to your customers and help them with the offer installation and pricing.
If you have many leads, we don't want to bombard you with email, so we just send you a single digest email every day. This email is sent to Referral admins in Partner Center.
Marketplace leads are always available in the Referrals workspacein Partner center.

Removal of check payment instructions from new commerce invoices in the US (including Puerto Rico) and Canada

Summary
Starting October 1, 2022, partner invoices will no longer contain physical check remit instructions on the face of their summarized invoice.

Details
Effective October 1, 2022, Microsoft will remove the check payment option from new commerce invoices. This change affects only the United States (including Puerto Rico) and Canada.
- Before December 1, 2022, current check payers are required to update their accounts payable or procurement system to pay Microsoft through wire transfer or automated clearing house (ACH) going forward.
- All new and prospective partners will be required to remit payment to Microsoft only via wire transfer or ACH.
