Provisioning Using a ROM Configuration XML File (SP Only)

The manufacturer can preconfigure Smartphone by putting a text configuration XML file (.provxml) in the OPERATOR ROM region. The XML document must be Universal Transformation Format 8 (UTF-8) encoded.

When the device is cold booted, it is provisioned by the provisioning XML provided in the OPERATOR ROM region. A provisioning file in a ROM region will be assigned all roles, meaning that the provisioning file can change any settings supported by Configuration Service Providers. Later, a mobile operator can use configuration XML to bootstrap the device with configuration data.

Benefits   The mobile operator can preconfigure all of the devices at the manufacturer so that the mobile operator does not need to configure the devices individually later. This is the recommended bootstrap method.

Drawbacks   Only operators can use this method. If the mobile operator wants to update preconfigured settings, the best way is to send a ROM update file to the device. To facilitate this, the server must support deploying ROM update files.
