How to: Set Up PKI-Based User Certificates for Electronic Tax Declarations

To submit your electronic tax declaration using the Public Key Infrastructure (PKI) method, you must have two user certificates: an encryption certificate and an authentication certificate. These user certificates must be requested at the certification authority (CA). The following list outlines the prerequisites:

  • Enter certificate information in the Elec. Tax Declaration Setup window. For more information, see How to: Set Up Electronic VAT and ICP Declarations.

  • Request for user certificates from the certification authorities (CA). For more information, see the next section.

  • Import user certificates into Microsoft Dynamics NAV. For more information, see the next section.

  • Activate the user certificates.

    There are instances where one user certificate of the same type is available in the database. So, after importing the user certificates, you have to activate them. To sign and encrypt the electronic declaration, the application will use the certificate that is active. For more information, see the next section.

To request user certificates

  1. In the Search box, enter User Certificate List, and then choose the related link.

  2. On the Actions tab, choose Request User Certificates.

  3. On the Options FastTab, fill in the fields as described in the following table.

    Field Description

    Request Type

    The request type.

    Request Description

    The reason for the request.

    This field is activated only if you have selected the Other option in the Request Type field.

    Applicant Name

    The name of the person who has requested for the user certificate.

    Applicant Sex

    The sex of the applicant.

    Birth Date

    The date of birth of the applicant.

    Applicant E-Mail

    The email address of the applicant.

    ID Number

    The ID number of the applicant such as passport number.

    ID Expiration Date

    The expiration date of the ID of the applicant.

    Department

    The department to which the applicant belongs.

    User Certificate Password

    The password that is used to encrypt the user certificates.

    You must save this password in a secure location as it is required when you import the user certificates, send electronic declarations to the tax authorities, and receive response messages from the tax authorities.

    This report sends two digital requests automatically to the CA. You must print and fax the request page to the CA. The digital requests are sent to the CA through the Simple Mail Transfer Protocol (SMTP) server of the tax authorities. The CA will check the printed request in addition to the digital request. If no errors are detected, the CA gives you a document number and code that will help you download the user certificates from the CA Web site.

  4. Choose the Print button to print the report or choose the Preview button to view it on the screen.

To import user certificates

  1. In the User Certificate List window, on the Actions tab, choose Import User Certificates.

  2. On the Options FastTab, fill in the fields as described in the following table.

    Field Description

    Import Action

    Specify whether you want to import a requested user certificate or an existing user certificate.

    Certification File Name

    The path and file name of the certificate that you want to import.

    CA Certification Encryption Password

    The password that is used to encrypt the CA certificates.

    This field is activated only if you have selected the Existing User Certificate option in the Import Action field.

    User Certificate Password

    The password that is used at the time of requesting for a user certificate.

    This field is activated only if you have selected the Requested User Certificate option in the Import Action field.

  3. Choose the OK button.

    The user certificate is imported into Microsoft Dynamics NAV. You can also import an existing user certificate. When importing a requested user certificate, the application will search for a user certificate with status Requested. When you import an existing user certificates, the application will check whether the certificate is approved by the CA.

To activate user certificates

  1. To activate a user certificate, in the User Certificate List window, select the Active field for the required user certificate.

  2. Choose the OK button.
