For a Task, Resource, or Assignment element, Start is the date and time that a task is scheduled to begin.
For a Baseline element, Start is the scheduled start date and time of the task, resource, or assignment when the baseline was saved.
For TimephasedData element, Start is the start date and time of the timephased data period in the task, resource, assignment, or baseline.
