Remarks

A discrete uniform distribution is defined by an upper and lower bound. The integer values within the (closed) interval occur with equal probability. The upper and lower bounds must be finite.

Any public static (Shared in Visual Basic) members of this type are thread safe. Any instance members are not guaranteed to be thread safe.
