Initializes a new instance of the PeerCollaborationPermission. The initial PermissionState for this instance is passed when the constructor is called.

Instances of this type either have no access to the resource(s) protected by the permission, or they have unrestricted full access to those resources.
If state is Unrestricted, the PeerCollaborationPermission instance passes all demands. If state contains any other value, the PeerCollaborationPermission instance fails all demands.
