Renders an opening tag for a <div>

Remarks
If required by the Device, this method renders the opening tag of a <p>
element instead of a <div>
element. The current cascading style sheet class name, if any, is also included in the tag.
The opening tag is rendered if the following conditions are met:
The Device does not require suppression of cascading style sheet styles.
The CssLocation property represents a physical file.
This method is primarily used by the .NET Framework internally.
