Returns a value that indicates whether the specified rune is categorized as a lowercase letter.

Returns
true if value is a lowercase letter; otherwise, false.
Remarks
This method is equivalent to querying GetUnicodeCategory(Rune) and comparing the result against LowercaseLetter.
