How to Assign Write Permissions to the Authorization Policy

You must assign the ASP.NET users write access to the CatalogAuthorizationStore.xml file. Otherwise, the Catalog Web service cannot run.
To assign write permissions to the Catalog authorization policy
In Windows Explorer, move to the directory where the Catalog Web service is installed, for example, <drive>:\Inetpub\wwwroot\CatalogWebService.
In the CatalogWebService folder, right-click CatalogAuthorizationStore.xml, and then click Properties.
In the CatalogAuthorizationStore.xml Properties dialog box, on the Security tab, click Add.
In the Select Users, Computers, or Groupsdialog box, in the Enter the object names to select box, type the IIS worker process, and then click OK.
In the CatalogAuthorizationStore.xml Properties dialog box, on the Security tab, select the IIS worker process.
In the Permissions for <IIS worker process> section, under Allow, select Write, and then click OK.
You have successfully assigned write access to the Catalog Web service authorization policy for the appropriate IIS worker process account.
