Provides COM objects with version-independent access to the IsSerializable property.

true if the Type is serializable; otherwise, false.
Remarks
This property is for access to managed classes from unmanaged code, and should not be called from managed code.
The Type.IsSerializable property gets a value indicating whether the Type is serializable.
