Risolve gli URL a partire da '~/' (rispetto all'impostazione "webroot" dell'applicazione) che non sono destinati ad altri ITagHelper. Viene eseguito prima di altri ITagHelperper assicurarsi che gli URL relativi all'applicazione vengano risolti.
