When activating the RDS CAL on the Remote Desktop Server Licensing (microsoft.com) site, if you refresh and re-enter the license key package ID several times due to a white screen, the CAL will not be issued multiple times. Each time a request is submitted, the system checks whether the same license key pack ID has already been issued. If it has already been issued, the system will refuse to issue it again.
To ensure that there are no duplicate issues, you can use the remote Desktop License Manager. Navigate to the license server to view the issued device CAL. Click RD Licensing to see an overview of CAL usage.
