Before continuing, I'd like to let you know this is a peer-to-peer support forum. I'm Non-Microsoft Staff, I don't work for Microsoft. Mostly everyone here are users helping other users. By the end of this comment, I will explain how to proceed if the problem still persists.
As the first troubleshooting step, If you have a phone number or links in your signature please try to remove them because some users reported they have positive results after they have removed it from the signature.
However, if the problem still persists please try the troubleshooting tips below:
- Could you please try to validate your account via this link:

- Please also make updates to your security info.

- Please also try to make your message sounds less spammy. Here's a reference regarding spam trigger words you can avoid: https://translate.google.com/translate?sl=auto&...
- If you use a business/school account, You can use the Office 365 Anti-Spam IP Delist Portal to remove yourself from the Office 365 blocked senders list. https://sender.office.com/
- If you are experiencing this issue on the Outlook app, try to send email via Outlook webmail instead. https://outlook.com
However, if the problem still persists you can reach out to Outlook support for further investigations:
- Please go to https://outlook.live.com
- Click the question mark (?) on the top right-hand side.
- Type in the message in the box then press enter.
- Scroll down to the section "Still Need Help?" then click the yes button.
- Please type in the issue in the box then press send.
