LICENSEを見ると、再配布も問題ないように見えます。 一方、EULA 3条e)では再配布できない様にも見受けられます。どのように解釈すればよいでしょうか。
　このソフトウェアの性質上、特定の目的でEdgeを操作する為にこのOSSを再配布することは公開の目的に合ったものであり禁止する利用がないと思われるため、LICENCEはこのドライバーを利用して開発を行う人向け、EULAはその開発物を受け取り利用する人向けの様な関係でしょうか。

Hi! I believe that in the Edge WebDriver package, the LICENSE file provides notices for third-party open-source components included with the software, it doesn’t grant rights to redistribute Microsoft’s own binaries and the EULA it about your use of msedgedriver.exe, and Section 3(e) prohibits redistributing or transferring the software to third parties.

Practically, that means you can install and use it, including across devices in your organization, but you shouldn’t republish or bundle the driver for external distribution.

If you build tools or tests, I recommend you don’t ship the driver.
