IOptionsMonitor<TOptions> で TOptions インスタンスをキャッシュするために使用されます。

要求されるオプションの種類。

Clear()	すべてのオプションインスタンスをキャッシュから削除します。
GetOrAdd(String, Func<TOptions>)	名前付きオプションインスタンスを取得します。または、`createOptions` で作成された新しいインスタンスを追加します。
TryAdd(String, TOptions)	キャッシュに新しいオプションの追加を試みます。名前が既に存在する場合は、false が返されます。
TryRemove(String)	オプションインスタンスの削除を試みます。
