Свойство DateTime не влияет на значение Offset свойства.

Это свойство возвращает как дату, так и компонент DateTimeOffset времени объекта, что делает его полезным для выполнения DateTimeOffset DateTime преобразования. Например, если DateTimeOffset объект имеет значение даты и времени "1/12/07 4:01pm + 7:30", свойство возвращает дату "1/12/07 4:01pm".

Значением DateTime.Kind свойства возвращаемого DateTime объекта является DateTimeKind.Unspecified.
