설정하면 true``nil XML 스키마 인스턴스 네임스페이스(약어xsi)의 특성이 null 값을 나타냅니다.

이 WriteNullableStringEncoded 메서드는 SOAP 1.1 사양의 섹션 5에 설명된 대로 SOAP로 인코딩된 XML을 작성할 때만 호출됩니다.
