INFORMATION_SCHEMA.ROUTINE_PRIVILEGES lists principals that have privileges on a routine in a catalog.
The rows returned are limited to the routines the user is privileged to interact with.

The ROUTINE_PRIVILEGES
relation contains the following columns:
